Research On The Method Of Urban Master Planning Implementation Evaluation In The Perspective Of Government

China is in the critical period of reform and transition at present.With the rapid development of urbanization,the transformation of government function and urban planning is gradually deepening.For the master plan,the tool property of policy is strengthening;meanwhile,the low efficiency of implementation is a growing problem.In order to meet the requirement of institutional innovation and effectiveness of implementation,the evaluation of master plan has begun to rapidly develop.But the lack of methodology and the limitation of technology have become the shackles of the further improvement.In this regard,the article focuses on the government behavior,trying to discuss and analyze the mechanism of the implementation of urban master plan with the perspective of government.We also try to establish the evaluation methods for the master plan implementation.It is meaningful for promoting the evaluation mechanism improvementThis paper firstly analyzed the effectiveness and evaluation of master plan implementation,and then further analyzed the implementation mechanism based on the government perspective.We analyzed the collaboration process of the local government from five paths during master plan implement.Finally,on the basis of clarifying the implementation mechanism,we summarized the basic framework of evaluation method for urban master planning implementation from the perspective of the government.We also discussed the concept,purpose,criteria,content and process of evaluation,respectively.The implementation evaluation of "The urban master plan of Fenghua(2005-2020)"was used as the example,and the validity of the framework this method was test.The thesis is divided into six chapters as following:Chapter 1.Introduction.Describing the research background,research objective and significance,the research advances the interpretation and definition of related concepts,the research ideas,the methods and contents.Chapter 2.The development of effectiveness and evaluation of urban master planning implementation.Analyzing the cause to low efficiency,the effectiveness changes affected by government and the progress in the evaluation methods of implementation,providing the support for using the government perspective,highlighting the significance of establishing evaluation method.Chapter 3.Analysis of the implementation mechanism of urban master plan of from the government perspective.Interpreting the implementation mechanism of local government through the behavioral process and subject,respectively.Performing the in-depth analysis of the five-year plan of the national economic and social development and the annual government operation documents.Finding an important window for evaluation of the implementation process of master plan.Chapter 4.The construction of the evaluation method for urban master planning implementation based on the perspective of government.Establishing the basic framework of the evaluation method in the process of master plan implementation from the idea,purpose,standard,contents and procedures of evaluation.Chapter 5.The research on the urban planning implementation evaluation of Fenghua master plan.Adopting the evaluation of Fenghua master planning implementation as the objective,practical application and verification of the evaluation method proposed in this article,which is based on the government perspective,Chapter 6.Conclusions and discussions.Summarizing the main achievements of this study and giving a prospect of this research area in the next step.The whole thesis contains about 44 000 words,36 pictures and charts.
