Studies On Evaluation, Analysis And Its Development Planning Of Sightseeing Agricultural Resources In The Hill Areas

The sightseeing agriculture, a kind of the tourist taking agriculture as carrier and both industry combined is developed rapidly in the whole world in recent years. It not only utilizes the agricultural and tourist resources effectively but also can coordinate the contradiction between two major industries and environments. It is a result of market economy and a new way to develop the agriculture in hill areas where the economy was not developed fast; some places have not even shaken off poverty yet. To develop the sightseeing agriculture is one of agricultural structural adjustment methods with the purpose of improving cropping in poor efficiency and economic level of those areas. Therefore, studies on the characteristics of the sightseeing agriculture resources and the strategy of its development planning is very important to the development of the ecosystem, economy and society in hills areas.Taking Yizheng city which is typical hilly country with some plains along Yangtse River for example, the paper, through materials and data collecting, expert consulting, field investigating and using SWOT analytical method, not only evaluated and analyzed the advantage, inferior position and opportunity of the sightseeing agricultural resource but also studied and summarized the planning case which is validated from the real planning case of this research program. According to the theory of agricultural ecology, view aesthetics, view ecology, scientific persisting development, the strategy of whole region of Yizheng development planning was put forward.The Yizheng's pattern of sightseeing agriculture layout: Focusing on the development of the sightseeing agriculture in hills areas, there will be formed "Four Major Areas and One Forest Zone", as goose's base grows with grass growing, silkworm and mulberry base, tea or fruit base in the north; Tongshan, Yuetang forest park, Longshan deer feeding ground and Xiejie fruit base in the west; reproduction base of the variety of fruit tree's seedlings, and tea gardens in the middle areas; the base for the aquaculture , high-quality rice, mat grass, flowers nursery and safe-food vegetables in the plains in the south areas alongYangtse River.The studies also propose that planning on sight-seeing agriculture in hill areas must follow five basic principles: People and naturally harmonious principle that develop; Principle of sustainable development; Principle of the coordination of three major benefits; adjust measures to local conditions principle; Quality stresses and innovation leading principle.There are many advantages of developing sightseeing agriculture in Yizheng as near many big cities; with abundant natural resources, various biological species; fine foundation of cropping and breeding of livestock, long culture history of tea, fruit, mulberry; the township enterprise develops rapidly; rational industrial structure and rapidly growth of economy. There are also some disadvantages in this region including lacking of land supply, leanness of soil, low ability to defend natural calamity, low productivity especially in west high hill areas, and great inequality in towns and villages. Therefore, the development of the sightseeing agriculture is good way to solve the problems mentioned above. The main strategy of the sightseeing agriculture development in hills areas are: Stress hills ecology, make master plan, dividing function area; Combine the hills landform, emphasize resources complementary, rational project layout; Adhere to planning principles, emphasize the project innovation, improve the project benefit; confirm pattern of development, insist on the good combination, focus on the key project; emphasize CI in planning, strengthen organizational management, promotes sustainable development.At last, on the basis of theoretical research, evaluation and analysis on sightseeing agricultural resources in hills areas, the author have studied a typical example of panning project in detail as "The planning of sightseeing agriculture in Dengyue Lake scenic area, Yizheng city".
