The Power Transition Present Situation Of China And The US In Southeast Asia And The Methods Of The Soft Power Improvement Of China

70 years has passed after the World War ? and the world situation has changed a lot with emerging powers showing rising trends.The connotations of the state power are continuously enriched.World powers have gradually turned from focusing on hard powers like military,economy and so on to the construction of its soft power.Meanwhile,the trend of Power Transition probably has happened between China and the US in Southeast Asia.In this context,this paper focuses on the status of Power Transition between China and the US in Southeast Asia and the way of China's peaceful rise.Firstly,the current situation of the Power Transition between China and the US in Southeast Asia in terms of the hard power and the soft power has been explored.In terms of the hard power,the military power and the economic power in Southeast Asia have been compared between China and the US.Compared to the US,the current military layout of China was put too late in Southeast Asia and the military cooperation has been squeezed by the US,so the left development space for China is too small and the military hard power transition is not obvious.In terms of the soft power,the China-ASEAN Free Trade Area is a major successful success for China,however,if China wants to challenge the United States in southeast Asia economic layout,which has already built its advantages in Economic layout and bilateral economic cooperation,China has a long way to go.When it comes to the soft power,the following five areas have been analyzed.Firstly,in the aspect of cultural soft power,China's traditional culture influence is more influential than the US,while in the aspect of popular culture,the US has no advantage over China on the diversity and effectiveness of culture radiation.Secondly,the non-governmental organizations(NGOs)are important in the project of the soft power.The US NGOs spread American culture through educational assistance,expand American democracy through the supervision of elections and promote American freedom through the guidance of public opinion,while China has not cultivate its own NGOs.Thirdly,in the aspect of regional system design ability,the US leads a dominant role in bilateral and multilateral system design in regional political,security,cultural,and economy in Southeast Asia,while China just have good achievement in making multilateral economic system in the Southeast Asia.Fourthly,in the aspect of the influence of political system and the social governance model,China and most southeast Asia countries are all developing countries,and they shares more common development goals and social problems,therefore the successful Chinese model is more attractive for the southeast Asia countries.While the US has made great progress in promoting multi-party election system,and has effectively helped seven countries strengthen the democratic system,to establish a multiparty system.Fifthly,in the field of non-traditional security area,China mainly takes part in the non-traditional security cooperation in Southeast Asia constructed by ASEAN,which is not very effective for the reason of traditional security problem in ASEAN countries.While the US almost dominated the southeast Asia in traditional security field by its military hard power.To conclude,in the analysis of the present status of power transition between China and the US,China's current level of hard power and soft power is so weak,that the transition is still in the initial state.Currently,peace and development become the era theme,soft power competition to become an international trend,so if China wants to seek peaceful rise in southeast Asia,China must find effective ways to promote its soft power.Then 5 problems have been found during the process of the rise of China's soft power.Firstly,the strategy of the China's soft power is not clear and lack of Support.Secondly,soft power radiation ways are too dependent on the government and NGOs needs to be cultivate.Thirdly,the national value spread only by external publicity,and it is too single and too rigid to be trusted by other countries.Fourthly,China lacks the conversion mechanism to transfer hard power to soft power.Fifthly,in the process of the soft power development,China also face objective resistance from the US and Southeast Asia Countries.Finally,5 suggestions for China's soft power rise have been made.Firstly,the strategy of the China's soft power should be made.Secondly,China's NGOs should be cultivated.Thirdly,diversified channels of the soft power of radiation should be constructed.Fourthly,the conversion mechanism to transfer hard power to soft power should be built.Fifthly,more attention should be paid attention to overseas Chinese in the field of cultural transmission and diplomatic area.
