Research On Operation Mechanism Society Organizations In Poverty Reduction

Poverty is a universal problem, there is serious poverty problem in China.To solve the problem of poverty, and achieve the goal of common prosperity, the government has been committed to poverty alleviation. After years of efforts, the government poverty alleviation has made a tremendous contribution on poverty reduction and promoting the development of underdeveloped regions.The new stage, significant changes have taken place in China’s poverty alleviation situation, it is more difficult eliminate and alleviate poverty problem, the role of government in the aspect of anti-poverty decreased significantly, reliance on the government the single subject form of poverty alleviation is no longer applicable, we should seek a new subject for poverty alleviation. Social organizations grow up very quickly, it has played a positive role In the social management a, public service and charity, etc. It began to participate in poverty alleviation and play a role. Different from the government, the operating mechanism of social organizations participating in poverty alleviation is unique.The study on operating mechanism is very necessary.Civil society theory, social capital theory and governance theory and market/government failure theory are important support of the study. At the same time, the government’s poverty alleviation job does not work, and the social organization’s advantages is becoming obviously. The state has provided policy support, and the needs to cope with the serious poverty situation is growing.All these factors constitute the realistic basis of social organizations to participate in poverty alleviation.In the promotion of theory and reality, social organizations to participate in poverty alleviation work gradually,and it has great influence on the government, poverty and social.In the case of poverty alleviation and development association,the study analyzes the action and operation effect and the operating mechanism of poverty alleviation. The study found association of poverty alleviation and development which formed dual dynamic mechanism,Precision of the targeting mechanism,multi-channel financing mechanism and comprehensive monitoring mechanism. The operating mechanism take an active part in poverty alleviation and Development Association’s poverty alleviation.But the lack of legal safeguard mechanism, not equal to the government,the organization of its development is not mature and the low degree of recognition,all these factors restrict the operation of organizations in poverty alleviation.This study puts forward some suggestions and countermeasures to optimize social organizations operating mechanism,including the government, the organization itself,other poverty body.
