Social Organizations Participating In Skill Poverty Alleviation

At the critical moment of Chinese victory over the well-off society,as the problem of multi-dimensional poverty is gradually exposed,skill support has become the root cause of the people's sustainable poverty alleviation.As a non-profit third party,social organizations can make up for the functional limitations of the government and the market,fully demonstrate the characteristics of flexibility and closeness to the people,also can meet the diverse needs of the poor for skills to get out of poverty.Therefore,the participation of social organizations in skill poverty alleviation is an inevitable choice in the process of poverty alleviation.How to exert the power of social organizations to achieve farmers' independent poverty alleviation and maintain the achievements of skill poverty alleviation is an issue of value in the times.The participation of Chinese social organizations in skill poverty alleviation is promoted along with its own development and the staged requirements of poverty alleviation.Since the reform and opening up,it has experienced a period of cognitive participation(1978-1993),a period of normative participation(1994-2013)and a period of diversified participation(2014-present).From the changes in the poverty alleviation policy text,it can be seen that the relevant policies have focused on government services,talent construction,capital guarantee,and precision poverty alleviation in recent years.It can also be seen that the proportion of socialorganizations participating in the national skills poverty alleviation cause is gradually increasing.Facts have proved that participating in skill poverty alleviation has given social organizations new development space.The “Warm Project” project carried out by the China Vocational Education Society is a typical case of social organizations participating in skills poverty alleviation.In the 26 years of practice,the “Warm Project” has served poor women such as rural women,poor mountain students,ordinary farmers,border minority groups,and special groups with disabilities.It incorporates ideas,vocational education experience,poverty alleviation practice experience,and normative regulations.The professional background of the organization and the standard advantages including precision identification,timely communication,and flexible resource utilization have achieved many results in government-enterprise cooperation,skill acquisition methods,cross-disciplinary development,supervision system building,and scientific research.Through the early analysis of historical process,policy interpretation and related cases,the report believes that Chinese social organizations now have certain conditions to participate in skill poverty alleviation,but due to the interaction of various factors,social organizations are still facing the dilemma of efficiency,communication and function at the subjective and objective levels.Comparing the relevant measures of social organizations participating in skills poverty alleviation in the world,it can form a reference to the current plight of social organization skills poverty alleviation actions in China,which is mainly reflected in the following six areas: give play to the professionalism of social organizations,pay attention to brand building;maintain the right for poor which they should have,focus on empowerment construction;build a skills ecological value chain,focus on process construction;develop a social organization interoperability alliance system,focus on network construction;realize the openness of the supervision and accountability system;focus on supervision construction;pay attention to the relationship between social organizations and the government for the spirit of cooperation,focusing on function building.Therefore,this report comprehensively believes that Chinese social organizations should embark on the characteristic road of participating in skills poverty alleviation.First of all,they must start from the organization's own construction,including professional construction,intermediary construction,soft culture construction,information supervision platform construction,etc.Secondly,focus on skills ofdriving poverty alleviation process,innovation and network construction,establishing a core skills development service system for the poor and villagers 'career tracking human resources service system,broaden the poverty alleviation function to psychological and legal assistance,promoting the scientific transformation of traditional skills support forms,and building a skills chain as the basis Ecological network.Finally,we must further build the relationship between government and society,and form an institutional response.
