| The 18th National Congress of the communist Party of China put forward a daunting task in the coming decade,because we must not only fight against poverty,but also build a whole moderately prosperous society.It is a requirement and trend to mobilize the initiative of all members of society to take an active part in development and services of poverty alleviation,and work with the government to promote accurate and precise poverty alleviation.Targeted poverty alleviation involves a wide range of assistance directions.As a fundamental method to improve the basic quality of personnel in poor areas and enhance the value of human resources,education poverty alleviation has become an area of great concern for the government and the public.A large number of social organizations have also realized and are willing to devote themselves to the construction of this public welfare cause.There are many problems that need to be considered by social organizations in the practice of political and social cooperation in education poverty alleviation.For example,how should social organizations help the government to find and feedback the problems neglected by the government and do a good job of complementing for government? How should social organizations fully mobilize the resources within the government system according to their own capabilities and characteristics,and integrate into the cooperation network with the government,so as to ensure the efficient completion of poverty alleviation tasks within the space assigned by the government? In the daily work of poverty alleviation,how should social organizations simultaneously build a collaborative bridge between resources outside the system and resources inside the system,so that they can grow into a hub service network independent of and inseparable from the government?This thesis observes the Chengdu Working Committee on Caring for Next Generation in Chengdu and around area in the education poverty alleviation project case,abstracts the basic framework of social organizations to participate in the education poverty alleviation into three stages,namely mining requirement of poverty alleviation-raising funds and supplies-mobilizing coordinated resources to execute.According to the actual demand and own ability,social organization mobilize different resources inside and outside of system to join composing to a various forms of participating poverty alleviation,such as: social organizations and government invest together,and government support;Social organizations are funded by enterprises,government and social organizations coordinate to promote their implementation;Social organizations and enterprises jointly contribute funds and materials,experts assist to implement;Social organizations raise funds by themselves,cooperate with other organizations and the objects to be helped to implement.Through the analysis of the reasons for the success of each project,it is found that the forms of the model should not be copied mechanically.The key is that the three stages of the model framework should correctly mobilize different resources according to the scale,nature,demand and urgency of the poverty alleviation project to achieve success.In this paper,it is found that the success of all project cases under the model lies in the fact that social organizations dig deeply into the needs of people in poor areas in the first stage.The initiated projects are close to the hearts of grassroots governments and people,so they can receive extensive support.Secondly,in the second stage,social organization is not completely dependent on government support,so it can independently raise funds or seek for project funds and materials from social capital.This flexible combination of funds and materials enables projects of different scales to be promoted quickly.Finally in the third stage,the social organizations need according to the different nature of the project,reasonably to mobilize all forces that can be mobilized to join.The system resources can support from policy,legitimacy and influence.The resources out of government system can elastically support on the specialized technology and human resources.The recipients of poverty alleviation can be inspired and ascend as sustainable self-help resources.These models are feasible when they follow certain mechanism in the runtime.Namely the social organization join into the large cooperation network of government and social organization by supporting professional services.Through a variety of skills and strategies of resource mobilization,social organization upgrade itself to be a hub which can support diversified services,information analysis and sharing,management and distribution of all kinds of resources.The social organization established through this mechanism and the participation mode adopted by it can finally be applied and achieved.Finally,when social organizations with government background participate in the process of education poverty alleviation,they can adopt more diversified modes,and they are more likely to achieve good results in project implementation under different modes.It is hoped that the analysis of this paper can help the majority of social organizations to improve their ability and efficiency of poverty alleviation work and enhance the power of survival and development of organizations. |
