The days after the great reform and opening have witnessed the deepening of the political system and market reforms, the advancement of the technologies, the increasing complex of socio-economic, and the differentiation and reconstruction of the structure of social interests. All these changes are constantly broadening the scope of local government administration, bringing about new demands and challenges to the local government decision. Local governments need to think about how to deal with the increasingly complex environment and to promote the scientization and democratization of the decision-making. As a new democratic theory popularized in the late 20 th century, the western deliberative democratic theory regards democratic consultation to be a basic form of decision making, bringing the interest groups who are connected with public policies into government decision-making. There is no doubt that deliberative democracy theory can be used to improve and perfect the local government decision-making.This paper makes some research on the decision optimization of local governments from the deliberative democracy perspective. First, based on the review of domestic and foreign scholars' research results, this paper give a brief introduction of relevant theories about deliberative democracy and administrative decision-making. Second, this paper analyze the current status of local governments' decision-making in China, I sum up some reasons for questions of local governments' making decisions from the deliberative democracy perspective: the inertia of thinking of making decisions for the people, the restriction of citizens' access to the government's decision-making information, the conflict of different interests in the government's decisions, the orderless of local governments' decision-making process, the absence of citizen participation in government decision-making mechanism. Finally, based on the deliberative democracy theory, I raise some ways to optimize the local government decision-making: making clear guidelines of the Scientific, Democratic and Legal Decision-making, building the public platform to inform the citizen, integrating the interests of local governments' decision-making, standardizing the local government's decision-making processes, improving the mechanism of local governments' decision-making, and promoting the people's and the society's participation in local government s' decision-making.
