Local Cppcc's Role In Government Decision-making And The Problems And Countermeasures Research

The theory of deliberative democracy rises in the 80's of the 2oth century. It is looked as a democratic decision-making system and rational decision form. Everyone can participate in the policy-making equally, express his views freely, listen to the opinions of others. The decision that everyone accepts can be made after rationally discussed and consulted. Therefore, deliberative democracy has a kind of coincide logic connection with public decision-making, it can promote scientific, openness and legitimacy of public decision-making.The idea of deliberative democracy was boot in Chinese traditional political and cultural life long ago. It's realistic significant for us to introduce deliberative democracy into public decision in China. CPPCC has a unique and irreplaceable role in course of deliberative democracy. It is primary channels and main form of deliberative democracy in our country. The party's 17th report indicates the important principle that "put Political consultation into the program of decision-making" in the part which supports CPPCC to perform their duties. The main functions of the CPPCC are to conduct political consultation, exercise democratic supervision and participate in the discussion and the handling of state affairs. It pushes the development of the scientific and democratization actively. But in regard to current circumstance, CPPCC face a challenge in helping the public decision with deliberative democracy.For decision-making, government hasn't enough active consciousness to consult with others. It is prevalent for government to execute decision without being consulted. Sometimes, a consultation is carried out, but the result is not adopted enough that the decision is executed freely. The diversified, regularized and institutionalized pattern should applied to the task of CPPCC; the corpus consciousness and ability of committee participates need to be improved.This thesis presents the solution to the application of deliberative democracy in CPPCC in the respects of system and mechanism. It pushes forward CPPCC to help further consultation democracy of exertive, equal talk, negotiation in order to improve the decision\making level of government continuously.
