CPPCC Organizations To Participate In Government Decision-making Through Deliberative Democracy Research

Theory of deliberative democracy originated from westen society in 1980s. Deliberative democracy means citizens who enjoy freedom and equality is able to involve in legislation and decision-making through political deliberation and meanwhile to realize their ideals of rational legislation, participation in politics and citizen autonomy in pilitical community. In this regard, deliberative democracy plays a very important role in govenmental decision-making for it can lead govenmental decision not only to a more scientific direction, but also to more open and transparent level.With the development of reform and opening-up policy, the trend of pluralism presents in different social aspects, from social structure to values, which therefore provides rich soil for development of deliberative democracy and equipes it with realistic condition. Deliberative democracy provides important theoretical base and, even more, derective significance for the construction of social democracy. Within the development of deliberative democracy, CPPCC plays an irreplacable role as a main expression form and chief channel with its unique nature. Report of 17th CPC National Congress definited status and function of deliberative democracy in govenmental decision-making and proposed to "bring deliberative democracy into process of decision-making" when it mentioned the function of deliberative democracy. CPPCC boasts three main functions as deliberative democracy, democratic supervision and participate in and discuss government and political affairs, which fully shows its unique and irreplacable status in deliberative democracy and it is given full play to lead govenmental decision to a more scientific, democratic and transparent degree.There are still some barriers for CPPCC to fulfill its responsibility of deliberative democracy at present public decision-making system. From the aspect of government, it seldom ask for consultation for specific issue and is lack of willingness. Even there is consultation held, it would seldom adopt the suggestion and put into practice. From the aspect of CPPCC, there is a need to form regular procedure and system for deliberative democracy, to focun on standardization and institutionalization, to enhance recognition of CPPCC's roll in deliberative democracy and to continuously improve capability and level of organizing democratic consulation in order to ensure that the results can be functional and are really helpful and stimulative to governmental decision-making. The essay tries to find out solution and methods from the viewing angle of exploring system and mechanism and from both aspects of government and CPPCC in order to further exert CPPCC's function in deliberative democracy. On the platform set up by CPPCC, people from various ranks, interest groups have chance to speak out freely and fully express their opinions and therefore make decision-making process of government more scientific, democratic and transparent and help to promote the level of governmental decision-making.
