The Construction Of Animals' Welfare Legislative System In China

In recent years, the high frequency of animal abuses, such as sulfate sprinkling on bears, extracting bear bile, injecting water to living pigs and ox, torturing cats and dogs, etc., warns the public that moral awareness, non-government animal protection organizations and existed Animal Protection Act fail to fully protect animals. These phenomena of maltreatment is mostly attributed to the lack of legislation in animal welfare, which impels us to strengthen and improve the system in question.The paper starts with the basic theories of animal welfare with the focus on its definition, after which is the differences between animal welfare theory and animal rights theory. The third part is concerned with the history of animal welfare, followed by the forth part about animals current living environment and problems in animal welfare legislation, with the aim of raising and solving problems as well as putting forward some realistic difficulties in legislating animal welfare act. Though numerous difficulties of animal welfare legislation are ahead, some places still make contributions. We, therefore, can not only gain indirect experience abroad but also have it from those places directly. Finally, I conceive ideas for the animal welfare legislation and formulate a welfare system for each species of animal. The paper aims to promote the legislative process for animal welfare, help animals enjoy their due benefits and protect our environment for the ultimate purpose of making a sustainable ecological environment.
