And for the initiative persuasion from the rescue station staff and the rescue from the government, the professional beggars do not accept, because they are not truly cannot take care of themselves, their begging is no long as the source of living materials, they do not bear hungry, but through this way to get more money to accumulate a fortune, therefore they do not accept the relief from the government. But because the principle is basing on the voluntary premise, it is unable to treat the beggars mandatorily, it is unable to take them away against their will. But in the long run, the growing phenomenon of begging cannot reduce or even eradicate, or even bring the hidden dangers to the social security and cause serious harm to the whole appearance of the city. Hence, we must create a set of effective work mechanism if we want to govern the professional beggars well.Although in recent years as the growing phenomenon of beggars makes the attention of the whole society have a big ascension compared to the previous days, the study of the professional beggars' governance research by the academic circle is still not reach the degree quantitatively. Zhengzhou, as the capital city of Henan Province, has the big population density, well developed economy, where are the finest choice to "get rich" by the professional beggars. This paper takes the professional beggars groups in Zhengzhou as the research object, emphatically analyzes the changes in their numbers, sex and age, occurrence regularity, outflow areas, begging income, original occupation and other existing conditions. From the difference of national social security, the money-making purposes professional beggars, the cultural and custom impact of the outflow area to analyze the reasons for the formation of the professional begging groups, and combing the management experience and management measure of Zhengzhou city in recent years, this paper gives a comprehensive analysis of the existing shortcomings and advantages, and further put forward a number of recommendations on professional begging group management and the perfection to the existing laws and regulations and working mechanisms in order to be able to find the appropriate governance programs for the professional begging groups in Zhengzhou, and put forward suggestions for the effective governance and enhance the city's own civilization level.
