Homeless beggars belong to vulnerable groups of social members. Thus ensuring their dignity and providing minimum subsistence for them is the government’s unshirkable responsibility. Since 2003, voluntary aid management system has replaced the mandatory system of indigent migrants, which is clearly a big improvement. Moreover, in February 2014, the state council promulgated the “Interim Measures for Social Relief”(“Method’ hereinafter), which to a larger extent reflects the government’s humanized care for the homeless beggars. However, in recent years,the number of homeless beggars is still increasing, and the existence of lots of homeless beggars also poses challenge for the construction of a harmonious society. So in order to build a harmonious society and safeguard the rights of homeless beggars, the government needs to play an important role in the rescue process for homeless beggars.By interviewing 73 homeless beggars and the salvation administrative stations of District F in Beijing, a basic knowledge has been got concerning the progress in the management process of homeless beggars in this area; but at the same time, there are still some problems, such as the passivity of homeless beggars to ask for government’s help, the difficulties in management and maintenance, the difficulties in identifying the homeless beggars, and the return for begging after governments’ help. The reasons are three-fold: the aid management system, the management subject, and the management object itself. Aiming at changing the current situation of homeless beggars in District F, this paper puts forward some countermeasures and suggestions in order to perfect the help and management for vagrants and beggars, which include constructing prevention mechanism, perfecting the relevant aid management system, strengthening propaganda and education, introducing professional high-quality talents, and strengthening the efforts in upgrading the social level of rescue service.
