The Study On The Problems And Countermeasures In The Rescue Of Vagrants And Beggars

In the course of the development of social civilization,vagrancy and begging has always been a common problem all over the world.The 19 th National Congress of the Communist Party of China(CPC)called for strengthening the construction of the social security system,coordinating the urban and rural social assistance system,and improving the minimum living security system.Therefore,it is not only an important part of strengthening the social security system but also an important embodiment of social progress to solve the problem of vagrants and beggars properly in response to the 19 th National Congress of CPC.As early as 2003,the 12 th executive meeting of the State Council adopted the measures for the Administration of Assistance to homeless beggars living in cities,the main purpose of which is to provide assistance to homeless beggars who cannot make their living and protect their basic rights,further improve the social assistance system at the same time.Since then,the social assistance system for vagrants and beggars in our country has been implemented officially.With the continuous development of China's social economy and the continuous improvement of the people's living standards,the 19 th National Congress of CPC put forward: "the principal contradiction in our society has been transformed into a contradiction between the people's growing need for a better life and unbalanced and inadequate development." The problems have gradually emerged in the process of assistance for vagrant and beggars in our country under the new social contradictions such as the establishment of institutions to be improved,the rescue mechanism to be improved,the insufficient participation of social forces and the imperfect information construction,and so on.More in-depth study of the countermeasures of relief for vagrants and beggars is needed.By combing the development history and research status of social assistance at home and abroad,this paper summarizes the research results of social assistance at home and abroad,and studies the core concept and theoretical basis of assistance for vagrants and beggars.According to my investigation and study on the basic situation of rescue and resettlement center A in Guangdong Province,this paper analyzes the main types of vagrant beggars and the reasons for begging,and interprets the laws and policies of rescue and resettlement in Guangdong Province.There are four main problems existing in the process of relief and resettlement of vagrants and beggars: 1.the establishment of institutions to be improved;2.the rescue mechanism needs to be improved;3.the insufficient participation of social forces;4.the information construction to be improved.Through the reference of the advanced social assistance experience at home and abroad,this paper puts forward the following four countermeasures: 1.to improve the rescue management organization;2.to improve the rescue management mechanism;3.to promote the participation of multiple relief subjects;4.strengthen the information management of rescue.Under the theoretical framework of public management,this paper studies the social assistance of vagrants and beggars by using the methods of literature,comparative analysis,field investigation,expert interview,questionnaire survey and so on.From the example of Guangdong Provincial Rescue and Resettlement Center A,this paper puts forward some problems existing in the rescue of vagrants and beggars with corresponding countermeasures at the present stage.It can also provide a reference for the study of other social assistance issues.
