Solving The Traffic Congestion Of Nanning City: The Selection And Optimization Of Policy Instrument

With the development of economy and society in city, as the lifeline of city, the urban traffic played a more and more important role. Advanced urbanlization requires advanced urban traffic to make harmonious development of the city. Nanning, the leading city of Western Development, is not also a model city of southwest economic circle, but also a door to ASEAN, which faces noticeable urban traffic pressure because of rapid development of population and economy. Due to historic reason, Nanning's traffic situation is unsatisfactory that traffic jam always happens. In order to solve the problem, the government applied policies. Based on the background, this research combines policy instrument and theory, evaluates those policies, measures choice of policy toolkit, and finally give supplement advice of policy tools.This research reviews existed research of policy tools and progress theory in China and abroad, summarizing four patterns of policy instruments dealing with traffic jam. They are command-control, economic regulation, public participation, and extension support. Division of four patterns makes framework of this paper. Taking Nanning as the example, providing research data, we analyze traffic situation and reasons of Nanning and review history evolution of related policies, make evaluation of their performance, resulting in weakness and advices. The advice is the command-control policy should be led by three principles of scientific, public welfare and good governance; tools of economic regulation should be introduced into mechanism of governance; extension support tools should be applied more. The government should value public participation in the process of policy-making, establish legal and social mechanism of it, ensure the efficacy of it in political mechanism, provide practical help and promote scientization and democratization of public decision.
