Research On Factors Of Governmental Organizations Adopting Government Microblog

Government micro-blog is playing an increasingly important role in social governance,and attracts high-level government's attention increasingly. But the data shows that the difference of government organizations adopt government micro-blog between different regions and industries is very obvious.Therefore, it is of great significance to build a model to analyze the factors of government adopting government micro-blog, and study how to promote the further spread of government micro-blog in government organizations.First,the research sorted out the theory about rational behavior in Rationalism and Institutionalism perspective, and extracted the variables that may be required.Then based on the Technology- Organization- Environment(TOE) framework, the research constructed TOE factors analysis framework of pre-adoption and post-adoption. The research proposed hypothesis based on selected variables,and selected 90 county government units of Zhejiang province as samples, collected relevant data and then make use of SPSS software to do multiple regression analysis in phases.Empirical research found that in the pre-adoption stage, the main factors of government adopting government micro-blog are competing at the same level of government, organizations' resources and capabilities, the size of government these the three factors.Technical infrastructure, the higher the pressure, the policy pressure are less significant.And in the post-adoption stage, the main factors of the operation of the government micro-blog are mobile phone users and subscribers.Organization ' s resources,size, the higher the pressure, the policy of normative pressures and other factors are not significant.The research analyzed and discussed the research results, and put forward suggestions to promote government organizations ' adoption of government micro-blog. These suggestions included increasing the infrastructure investment of the Internet, mobile communications, establishing pilot cities and regions; exerting top-down pressure;introducing a clear government micro-blog management approach; organizing management training and government micro-blog competitions and so on.
