The Auxiliary Police was officially created in after the reform and opening to the outside world, after the reform and opening to the outside world, growing demand of police powers in the rapid development of social economy, but due to various reasons, the number of civilian police impossible a substantial increase in the short term, then, the Auxiliary Police that costs lower in administration emerged.In the early stage, a large increase in the Auxiliary Police greatly ease the enormous pressure of the shortage of police. But due to the public security organs did not create a series of rules about the Auxiliary Police, as the public security organization do not pay more attention to the Auxiliary Police,they has many problems in the assist law enforcement, violations of law and discipline generally, to the public security organs brought negative influence, and even affect the public security organ's image in the public. Since 2004, the country began to pay attention to them, especially in February 2015, the Central Committee of the Communist Party of China passed the "on a number of important issues to deepen the reform of public security framework views" and related to the reform program, to deepen the reform of public security, a total of seven major tasks, one of the most important one is to standardize the policing auxiliary personnel management, which is central for the first time, the Police Association listed as the central issue, reflecting the national attention on them. So corresponding national call to "rule of law", the establishment of perfect Auxiliary Police system, and standardize the management of them, has become an important topic.This paper consists of three parts as follows:The first part, an overview of the Auxiliary Police. In this part, describes the definition and connotation of the Auxiliary Police, the Auxiliary Police of the scope of the subject. Expounds the origin and development of the police, Auxiliary Police has existed since ancient times, but China's modern Auxiliary Police was born after the reform and opening to the outside world, to supplement the police, since 2004, the state began to attach importance to the management of Auxiliary Police, regulate the team begins to be reality. Representation of the necessity and importance of the presence of Auxiliary Police, the emerged of the Auxiliary Police is adapted to the situation of our country, they have made certain contribution to our country.The second part, the main problems and causes existing in Auxiliary Police. In this part, the author proposed the main problems of Auxiliary Police, due to my experience,and these problems exist in recruiting, work, management and so on. The reasons of these problems is due to the Auxiliary Police, but the primary reason is the lack in rules.And then, the necessity of constructing perfect Auxiliary Police rules. On the basis of the first two parts, this part from the construction of a country under the rule of law, specification of administrative management, standardize law enforcement, with the international practice four aspects and expounds the necessity of the construction of police system.The third part, some suggestions of the Auxiliary Police rules are listed. In this part, the author based on the situation of our country, according to his own experience, reference other scholar's research, proposed the measures in establishment of the Auxiliary Police system, covers many aspects, recruiting, training, management, supervision, security, learning, responsibility and authority, regulations construction, hopes to provide some useful help to regulate the Auxiliary Police team.
