Research On Urban Community Services Management Mechanism

With the reform of political system and economic system,the voice of building a service-oriented government,strengthening grassroots democracy society,nurturing and developing the market forces to achieve increasing autonomy of grassroots organizations is much higher.One of the main tasks of the state is how to promote the transformation of government functions,how to distribute power among grassroots communities in urban areas,and take what channels to allocate public resources rationally between urban grassroots organizations,how to ensure that the public interest and to maintain social stability,how to realize a good cooperation among a wide range of community service principal in the urban community service management,and form a kind of resultant force to promote a good governance of urban community service management.Currently,strengthening urban community service management,realizing multi-service management of governance in urban communities and meeting the increasingly diversified urban community public demand for public services,such questions will depend on the reform of the urban community service management and institutional mechanisms.In this paper,the author uses the theory of public goods and polycentric governance theory to analyze three community service management systems.In government-led community service management model,the government master and control all kinds of social resources,and directly intervene community service management activities.Community autonomous service management-system emphasizes the important role of community self-government organizations,and advocates minimizing government intervention in the community service work,the government's main duty is to provide policy support and financial support,the community committees and community residents and other commitments take theduty of community service work.The combined community service management system thinks highly of government and community,and the government scientifically defines the authority of the government and autonomous organizations.Government's main duty is to formulate macroeconomic policies and provide financial support.Community autonomous organizations are responsible for the implementation of the specific work of community service.In the above three community service management models,the government,especially local government is of great importance in community service.It supplies public service directly or indirectly to the community.The three kind models emphasize the functions of grassroots autonomous organizations,encourage and guide social organizations to participate in community service delivery to build multi-center community service system and improve the quality and efficiency of community services to better meet the needs of the community of the public.Although multiple supplies mechanism developed in our country,due to the lack of a thorough transformation of government functions and imperfect development of non-profit organizations and market organization,multi-center supply mechanism has not yet formed in a real sense.Market organization plays a limited role;the degree of public participation is not high and financial security and legal protection mechanisms for community service mechanism is still not perfect.In order to better meet public demands,our government should learn from America,Singapore and Japan.Rationalize the relationship between the government and social organizations and community among residents.Deepen community services management system.Establish a flat community service model.Improve community services management system.Raise public awareness of participating in community service.Enhance service ability of social organizations and autonomy organizations.And form a wide range of community service supply model.Increase capital investment for communityservice and constantly improve the laws and regulations system,and provide a greater number and higher quality of community service to citizens in urban communities.
