A Study On The Mechanism Of Community Emergency Management In Jianghai District Of Jiangmen City

As the basic unit in society, community plays an important role in managing social affairsand contacting with the public and the government. And it has its foundation in EmergencyManagements(EMS). This thesis through literature research,and conducting research,on thebasis of summarizing both domestic and foreign experience in the practices of handlingdisaster-reduction construction and public participation in emergency management, this papertakes the case of community emergency management in Jianghai District of Jiangmen City asan object and carries out a research in the emergency management system, team members,capacity of risk resistance and the vulnerability, the level of emergency safeguard, publicconsciousness of risk prevention and self-rescue ability in natural disasters, accident, publichealth and social safety, all the potential risk situation in Jianghai district. We will discuss therunning status of MEMS in community and the incompletion of system organizing, the shortageof resource,unreasonable allocation and the weakness of emergent capability. In order topromote the EMS in the district and improve community’s ability to combat risk,we shouldmake the suggestion to improve and optimize the EMS,make strong capacity of risk resistance.
