The Research On Community Grid Service And Management Of Huadu District In Guangzhou City

In recent years,along with China's rapid urbanization,the complications of urban management and the task quantity are increasing,the executive branch layer system ushered in the great management challenges.After an active trial and exploration,Efforts have been made to realize the structural transformation from the past dominated by the master of " management " to the present technological "governance".As an innovative social management mode,grid service management has a certain significance.In general,the grid mainly refers to the further fine division of the community into small "grids",which form the four-level management structure of "district-street-community-grid".Grid service management refines the service process and builds a complete grid service and management information platform.It is helpful to break the segmentation of the previous administrative departments and realize resource reintegration and information sharing.It changes passive management to active service and builds a new system of social management.In order to innovate social service management and further promote the level of social service management,Huadu district in Guangzhou city has promoted the urban community grid service management and made some achievements since 2014.This paper aims to take Huadu district in Guangzhou city as the research object,taking XH sub-district as an example,discusses the implementation and existing problems of urban community grid service management,analyzes the situation of community grid service management in Huadu district of Guangzhou city and puts forward the countermeasures of realizing sustainable development and normalizing operation of community grid service management in Huadu district of Guangzhou city.This paper applies the theory of network governance and the elaborating management,and adopts the research methods such as interview investigation,empirical analysis,data collation and experience summarization.This paper argues that urban community grid service management should not only solve the government's demand for social stability,but also meet the rights and interests of residents.In the future,the development direction of Community grid service management should be strengthen the integration of community resources,achieve information sharing,raise the level of legalization,improve community autonomy,transform the role of government,both service and management should be taken into consideration,and the multi-agent should be encouraged to participate in grid governance and achieve collaborative governance.
