Along with the construction of some types of "985", "211" administrative education plan, setting "Colleges Threshold" in the process of recruitment situation is widespread. Taking Hunan Province's recruitment of the selected graduates in 2014 as an example, it limited the identity conditions of students who were not graduated from "985", "211" colleges, and never minded the elements such as students' skills. These events caused great social repercussions. At the same time, people also have a doubt about the legitimacy on the setting of "Colleges Threshold".Dworkin's theory on equality of resources was once regarded as the most valuable on distributive justice.The distribution model of the theory includes two parts:the initial distribution style of Barren Island Auction and the re-distribution style of Virtual Insurance.The distribution model can clearly display the inequality caused by the setting of "Colleges Threshold". Firstly, in theory, our country built the rules about the setting of "Colleges Threshold", but the rules have some flaws; in practice,from the angle of view of the job opportunities,the degree of the competition,the written test results, and the admission of absence of "Colleges Threshold", the Hunan Province's recruitment of the selected graduates is inequal in2015. Secondly, our country have taken a number of measures on the re-distribution.However, the measures of re-distribution is inadequate in the field of colleges' construction, the studies, and the way of getting work skills; and the measures of re-distribution is excessive when facing the opportunities of entering the "985", "211" colleges; the measures of re-distribution is defective when selecting the universities into the "985", "211".When Dworkin was aware that his model of the distribution was idealized, he compromised to reality. Then he put forward the theory that equality can be defended.Through this revelation, we can build a visible blueprint of the setting of "Colleges Threshold", and we can look for the measures to urge the setting of "Colleges Threshold" to go to be equal. From the following aspects we can build the visible blueprint. We should adhere to moral equality and reduce the inequality that caused by natural talent and social environment, and we should be responsible for our own choice. In order to make the setting of "Colleges Threshold" as equal as possible, we should build the mechanism that can adjust policies dynamically and encourage the colleges to compete each other,and we should allocate education resources reasonably and prohibited to setting "Colleges Threshold" blindly. Furthermore, we shouldstrengthen ourselves in order to get success in our life.In summary, through applying the methods of the literature survey and data analysis, comparative study, survey methods, statistical methods, data analysis and case analysis, and analysising the setting of "Colleges Threshold" from Dworkin's theory on equality of resources, we can not only to found the "985", "211" administrative education plan is not complete, but also can demonstrate the inequality caused by the setting of "Colleges Threshold" systematically, and to find ways to make it be equal. The purpose is to provide theoretical basis to solve problems.
