However, in this positive situation of society's economy, the managing level of our party and the government has also been tested. The party and the government are facing more and more social and public issues. The main problem is how to deal with social and public issues through introducing policies. The popularity of the network, make public comments on the network more convenient and more free, which formed a new media. The role of network in the convergence of public opinion poll and conveying public opinions stands out. Party and the state also recognized the importance of the network in national governance among the public opinions, It especially plays an important role in the conduction of public policy formula,.The purpose of this paper is to study the the impact of Internet public opinions on public policy making in the new period by combing and analyzing the concept of network, media, network media and public policy behaviors, which mainly includes the positive influence and the risks. And by analyzing two cases. it is possible to draw some guiding public opinions to help provide public policy strategies. For the establishment and improvement of effective public system, a network of public opinion can play the effective role. In this paper, the main using of methods are literature research, case analysis and other researches. Started with the internal network and the characteristics of formation and combined with the whole process of public policy to make the direction of the research.The article include five parts, the first part of the introduction is to introduce the purpose and significance of research, meanwhile, study to the status and trends domestically and abroad. The second part is the theoretical analysis of the concept and theory of carding, the main research are public opinion, the network of public opinion, public policy. The third part is the impact of network between public opinion and public policy, including the positive influence and the risks. The positive impacts are about the main focus of public policy-making process, the risks are mainly of public opinions analyzed around the network itself anonymity, freedom and other characteristics. The fourth part is to draw some commonality of contents by analyzing two cases, providing a reference for subsequent policy guidance. The fifth part proposed three guiding strategies respectively from the main network media, the network itself, and public policy, including the strengthening of the network self-awareness of political participation, compliance with laws and regulations and ethics network, enhancing intergovernmental mutual trust, strengthen the guiding role of public opinion in the network, strengthen the rule of law management of the network, infrastructure, improve concept of information, information capabilities and comprehensive literacy policy makers. These policies can be used to guide the public and the government will also acknowledge the role of the network of public opinion, giving full play for the positive impacts of the network of public opinion, eliminating the negative impact of the network of public opinion effectively, so as to ensure the correct direction of public policy, and to accelerate the process of democratic and scientific public policy.
