With the rapid development of Internet, network has become to be the indispensable platform for people to understand information, announce opinion, discuss and communicate, safeguard rights and interests; network public opinion also has become as one of the important strength of public decision-making. As a new way of expression, the Internet provides a convenient platform for the public to participate in politics and with its characteristics such as freedom, timeliness, anonymity, it tends to be the first choice of the people speak, and it makes ordinary people also have right to be heard. Through the network people can air their opinions to influence public decision making, and the government can also obtain public opinions through a network to make public decisions. But the network public opinion is a "double-edged sword", it can promote the scientific democratization of public decision-making, at the same time some negative opinions will impact on the public decision-making and social progress. It included that the structure of internet users and the less of universality in public opinion expression influence the democracy of decision-making; the freedom and discrete of expression in network public opinions impact the scientificalness of decision; the irrational of expression in network public opinions challenge the rational of decision-making.The fifth part optimized several proposals on the impact of network public opinion to public decision-making, so as to promote the interaction between network public opinion and public decision-making.
