Research On The Influence Of Network Public Opinion On Public Policy Making In China

Recently the network opinion is playing a more and more important role in the process of making public policy.On one hand,the majority of citizens are able of participating in the public administration and discussion of state affairs through the network,while the network public opinion can reflect the opinion of people at the grass-root level in a certain extent.On the other hand,by taking the network public opinion into consideration,the public policy makers can make a better allocation of social benefits,and make policy on a more scientific and democratic basis.Based on the case of the network opinion in the process of delaying retirement policy,the article analyzes the influence on making public policy caused by the network opinion.Through the article we can find that the network opinion participates and works greatly in each phrase of the process of policy making.Firstly it builds the platform for expressing.Then it promotes the government information publicity.Finally it supervises the policy to be enforced.This article adopts case study and the research methods of literature research,combines the network public opinion theory and public policy theory,and analyzes the influence of network public opinion through the process of making the delay retirement policy.Based on what's been discussed above,the author comes up with several suggestions to make better use of the network opinion.Since now China is in the period of social transformation,facing a lot of contradictions,the author hopes that through the analysis in the article,the government can make better use of the network opinion,and put policy-making on a more scientific and democratic basis.
