The Influence Of Network Public Opinion On China's Public Policy Making

Public opinion is the cornerstone of public policy making. Withthe rapid development of network media, compared with thetraditional channels to express public opinion, the new channel ofnetwork has become a beautiful scenery line for the public to expresspublic opinion in the democratic political life. There emerges manynetwork public events in recent years, and the rise of network publicopinion has brought about profound and significant influences onChina’s public policy making. The thesis focuses on the influences ofnetwork public opinion on the public policy making, discusses theinteractive relationships between network public opinion and publicpolicy making from their basic theories. Then, this paper analyzes themain influences of network public opinion on public policy makingfrom three aspects with charts and data. Finally, I will put forwardsome route selections to regulate network public opinion and ensurepublic policy making more scientific.This thesis will be mainly discussed from the following parts:The first part is the preface. It mainly includes the backgroundsand significances of the topic, the present research at home andabroad on the topic, and the thoughts and methods in study of thepaper.The second part describes the basic theories of public opinionand public policy making. It mainly introduces the network publicopinion, the concept and characteristics of public policy making, andthe interactive relationship between the public opinion and publicpolicy making. The third part is the focus. It analyzes the main influences ofnetwork public opinion on public policy making. This paperdiscusses the influences of network public opinion on public policymaking in detail, puts forward some explanations from threedimensions combined with a lot of charts and data, such as the mainbody, the contents, the decision model and so on.The fourth part points out the route selections to regulatenetwork to promote public opinion and public policy making. Thisarticle mainly aims at the problems in the public opinion and thepublic policy making, and I will put forward some specificcountermeasures and suggestions from the three parts, including inconstruction of system, construction of ethics and construction ofadministration ability on network.
