The traditional urban governance is controlled from one-way by administrative order. With the improvement of urbanization, issues like swelling of public affairs, one-way management mode, which has obvious lagging behind the urban demand of social development, have been increasingly prominent. The introduction of public participation in urban governance has become a new trend.The exploration and reform of public participation in urban governance in Guangzhou has been at the top in China. For instance, the reconstruction in Tongdewei area is one of the classic cases. By founding the first nongovernmental organization for supervising and consulting——Tongdewei Public Advisory Committee, Guangzhou Government has succeeded in promoting public participation and realizing the regional integration and governance. Thereafter,all kinds of Public Advisory Committees has quickly spread in this city. However, they didn’t make an effective way in other cases.After researching the practice of Public Advisory Committee System, this essay has the idea that the defect of management, lack of public participation and Governmental restriction cause the failure of Public Advisory Committee. At the same time, this research holds the view that only if the transformation of governmental function,strengthening of the system construction and the improvement of management in Public Advisory Committee will be feasible and useful to develop the Public Advisory Committee System. What’s more, it is also important to cultivate public intentions and capacity.
