Study On Influence Factors Of Nimby Conflict Of Waste Disposal Site

Shanghai as megalopolis,has troubled with being surrounded by garbage.Waste disposal site undertaken important social and public functions and ensured the normal operation.As NIMBY facilities,the waste disposal site influences the living environment,health and economic benefits of the nearby residents in different degrees.As a result of the ‘cost-benefit’ imbalance,residents have long questioned why the facility was built in their backyard rather than elsewhere.Now,there are relevant laws and regulations on the planning and construction of NIMBY facilities,which protect the public’s right to participate and to know.When the NIMBY facilities began to operate,the local residents perceived risk.The laws which stipulate the obligation of government and enterprise are unable to relieve the dissatisfaction to negative impacts from NIMBY facilities,which leads to the conflicts inevitably occur.So,it is necessary to form a set of practical working methods to alleviate the NIMBY conflict of waste disposal sites to ensure garbage disposal to be carried out in an orderly manner in Shanghai.Based on stakeholder theory,this paper take multidimensional segmentation method,which divided the subject of Laogang waste disposal sites NIMBY conflict into government、enterprises and public,and do analysis on them.The questionnaire designed bases on summary of influence factor of NIMBY conflict.By questionnaire survey of residents surrounding the Laogang waste sit,the influence factor analysis of the study is carried out,and countermeasures and suggestions on the basis of polycentric governance theory are put forward.Research shows that the main factors affecting NIMBY conflict are the degree of risk control,danger and fear,the government behavior,increase and decrease of economic and trust.Living time and the distance of workplace and residence will significantly influence the public’s risk perception.When NIMBY facilities affected the economic benefits,health and quality of life of local residence,and the government and enterprises fail to exercise supervision caused risks out of control,the local residence around Laogang waste disposal sites will express their appeals by making complaint call,comments on network and petition letter.The main reasons are: lack of or lack of perfection related to the construction and operation of the neighboring facilities,the grassroots government and the environmental protection and city appearance authorities failed to adopted effective supervision timely,the government governance model single and rigid,and the lack of relevant systems such as compensation and the public Participation system.Therefore,this paper puts forward four suggestions,namely,strengthening the top-level design,transforming the government governance mode,and improving related systems including compensation,public participation and information disclosure system and taming supervision responsibility.
