Performance management is a core function of human resource management. It is important to improve the level of organizational management, the incentive mechanism, establish organizational values, and achieve the strategic goals. With the development of the country, more and more government institutions realize the importance of performance management. In order to further improve the quality of the tax work, local tax institutions have explored some effective methods of performance management. The local government has achieved good results in the practical application of performance management since the implementation of performance management of the national unified tax system in 2014. As the important tax law enforcement, tax inspection plays an irreplaceable role in the tax work. However, due to the different tax inspection systems of different countries, it is particularly important to establish a scientific and strategic performance management system consistent with the requirements of the inspection work characteristics.Performance management in the public institutions mainly consists of organizational performance and individual performance. Organizational performance refers to the quality of work and level of public institutions, and individual performance refers to the quality of work and level of internal staff and achievements. The two indexes are closely linked. In this paper, the author, based on the practical work of grassroots level, try to resolve the problems of performance management in the tax inspection authorities. This paper takes performance management system of Z Municipal Local Taxation Inspection Bureau for example by using the questionnaire approach. This paper tries to identify the root cause, of the problem from the point to analyze current issues face to the grass-roots tax inspection department performance management process co-exist. At the same time, it learns from foreign high-performance management theory, performance management and performance management of domestic and foreign tax authorities of practical experience. It targeted optimization grassroots proposed tax inspection department performance management system in four areas of index design, process management, the results of the use of specific recommendations and security system. This paper tries to solve the problems of common issues, improve the level of performance management, stimulate grass-roots tax inspection institutions, and Upgrading the quality and efficiency of grassroots tax inspection institutions in the comprehensively open environment performance management of nation's tax system.
