The performance management of tax departments has an important impact on the construction of administrative efficiency of national administrative institutions.Research on the optimization of performance management of the tax bureau of L city will not only contribute to the effective improvement of administrative efficiency of tax enforcement departments,but also contribute to the realization of public social value of tax authorities,and improve citizens' satisfaction with tax work and their trust in government departments.In this paper,with the help of system theory,target management theory,achievement motivation theory and other related theory,combining with the characteristics of the tax authority organization,government functional departments,human resources,using literature retrieval method,case,with the method of empirical method,comparison analysis method,analysis in the task oriented performance management system,the existence of the existing performance management and organizational management,examination become a mere formality,workers are not satisfied with the separation does not recognise the problems,the causes of these problems are mainly performance orientation bias,post responsibility is not clear,assessment is not comprehensive,not smooth,feedback not value,use does not reach the designated position,etc.Through the analysis,the role of performance management in the operation of the organization is clarified,and the performance management system of the tax bureau of L city is discussed to optimize the performance management system,which is oriented by the strategic value of the organization,gives consideration to the realization of administrative efficiency and public value,and is based on the "goal,feedback,post responsibility and incentive"system architecture.Highlight the guiding role of the target links,integrate the performance management goals with the mission goals of tax organizations,and enhance the credibility of tax authorities;Pay attention to the communication function of the feedback link,with the purpose of solving various problems in the operation of the organization,timely and unimpeded problem feedback,supervision and improvement,and improve the effectiveness of management;Clarify the role of responsibility implementation and differentiation in the post responsibility system,eliminate prevarication and bickering among each other,and improve the execution of the organization;Give full play to the guiding role of the application of results,and make full use of the evaluation results in the form of positive incentives as the main and negative incentives as the auxiliary,so as to improve the guiding force of performance;Improve the supporting measures,create a good organizational atmosphere conducive to performance management,improve the centripetal force of the organization.By optimizing the system,the performance management level of the tax bureau of L city can be improved,the responsibility of the tax bureau of L city can be effectively realized,and the compliance and satisfaction degree of taxpayers with the tax work of the tax bureau of L city can be improved,so as to promote the construction of the social credit system.
