The central and local administrative decentralization is a multi-disciplinary integration issue, including political sciences and the science of law, as well as administration sciences, the science of finance, and other sciences. Previously, many scholars have researched the central-local relations from the perspectives of their own disciplines. They often tended to have discussions on the issues of the central and local administrative decentralization, and already formed some specific theories of their subjects. In terms of the research results of the science of law, the current domestic studies on this issue grasp the overall situation. They are based on the macro level, from the view of central government, local governments and the society on the allocation of executive power. After all, executive power involves a wide range, in this macro way, it is good for describing the overall situation. This dissertation analysesthe administrative decentralization between the central and local governments, from the view of the science of law, and combined with the background of the construction of the rule of law in China. The basic objective of this thesis is to explore its future reform direction and programme design by analysing the central and local executive power configuration and exploration under the rule of law in China since the reform and opening up over more than 30 years.Combined with the facts about China, and put together a complete set of basic ideas for reform. In the context of rule of law in China, it should vertically carry out reforms between central and local administrative decentralization, to keep up with everything, improving supporting facilities from all sides, ensured that the central government's authority in the law in order to guarantee successful completion of reforms.
