As one of the fundamental relationships in the political life of a country, the relation between central and local government determines the basic pattern of overall domestic governments. Since the modern sense of country came into being, the relation between central and local government is one of the world' s most important issue that is unavoidable for the governments all over the world. For China, With the development of modernization, it is politically urgent to handle this kind of relationship correctly. "Power" is a very important and even the core subject in political science research; "the concept of power" is a political analysis center. This article asserts that the relation between central and local government is a real form of vertical distribution relations of power between central and local government.Taking this as a major analytical angle, this paper make the first comparative study of the relation between central and local government from a historical perspective between China and the U.S. The history describes that the issue of centralization or decentralization of power is always the c ore of the central and local relations between the two countries. Secondly, in conjunction with the national structure theory, this paper makes the comparative analysis of the power demarcation under U.S federal system and China' s singular system. It describes the historical continuity and dynamics development of power configuration and structure of the state, which is closely related. Moreover, from the angle of centralization or decentralization of power, the paper investigates the relations between the functions of central and local government in the United States and China. Despite the different characteristics of Sino-US authoritarian power with varies degrees, the core to adjust the relations should make every effort to achieve a balance between the powers and functions of government. Finally, on the basis of our historical experiences and the nature of political power of socialism, learning from the western "governance" theory , this paper explore the reconstructive issues of the relations between central and local government in the aspect of the interaction between centralization and decentralization.
