The performance evaluation system of urban management Refers to the use of performance appraisal means, in view of the city management, using specific criteria and indicators to participate in city management work to examine the relevant units or organization behavior, and use the assessment results to relevant departments to future work behavior method and the process of positive guidance. The purpose is to make urban management work orderly and continuously improve management level, promote the revisions, solve various problems occurred in the management of the city and the contradiction.This article is mainly in order to meet the need of modern urban management, explore the effective ways to improve the urban management. In order to achieve the research target, the combination of human and scientific process of urban management, this article based on the related concept and method, through the framework of the balanced scorecard to build performance evaluation index system, through the analytic hierarchy process(AHP) to determine the weight of evaluation index system, to achieve the purpose of performance evaluation of Tianjin city management, to explore some effective measures to improve urban management under the new situation. This paper contains five chapters:Chapter 1 introduction. Elaborated the paper selected topic background, the significance of topics, puts forward the research ideas and methods of the thesis, this paper expounds the main content of this article.Chapter 2 The current management performance evaluation system of Tianjin city. This chapter illustrates the current management of Tianjin city in the form of performance appraisal, proposed the Tianjin urban management problems of performance appraisal, to the deeper level to explore the cause of these problems, as the ultimate formation of perfect appraisal system to provide theoretical support..Chapter 3 urban management performance evaluation advanced experience and enlightenment to Tianjin city management performance evaluation. Analysis of the United States, Singapore, hangzhou, nanjing and other cities in the advanced experience of appraisal of urban management, exploring the assessment system in conformity with the actual situation in Tianjin.Chapter 4 The construction of Tianjin city management performance evaluation system. Describe the basic principles of evaluation index system of building, using the balanced scorecard to build evaluation system framework, with the analytic hierarchy process to establish evaluation index weight, design a set of relatively scientific urban management performance evaluation index system of Tianjin.Chapter 5 The performance appraisal of urban management safeguard measures in Tianjin. Section to establish evaluation system according to the last chapter puts forward guarantee measures, strive to improve management performance evaluation system of Tianjin city, to achieve the ultimate goal of city management level of ascension.
