With the rapid development of information technology today, information technology plays an increasingly important role in the economic and social development and national security of the country, therefore e-government comes into being. E-government is the use of modern information technology such as computer and network, which optimizes organization structure and working process of the government, so as to surpass the limit of time, space and department separated to set up a lean, efficient, honest and fair government. E-government is not only one of the most important information construction fields all over the world, but also the future direction of the major initiatives and administrative work of our development strategy. E-government has been developed for more than 20 years in our country, gradually from the child to grow into the pace of the teeter vigorous youth, such as: the "two nets", "one station", "four databases", " twelve operation systems" system being set up; from central to local LAN basic group completed the construction of government departments; all levels of government departments have formed an e-government network platform and establish a government service website; administrative approval has been partially achieved online check and so on. But with the development of e-government, in the process of information technology gradually integrated in the existing traditional administrative work, while the integration development of e-government and traditional government has produced many contradictions and fault at the same time, resulting in a series of e-government fragmentation phenomenon.The fragmentation of e-government resulted in the construction of e-government costs increased, reducing the level of government services, reducing the effectiveness of government operations, fueling corruption, reducing the overall government network security and other issues. In order to solve the problem of fragmentation of e-government, this paper adopts the combination methods of document study and comparative analysis. First of all, the e-government and the traditional government related concepts were discussed; next, has carried on the comparative analysis of electronic government and traditional government to study the dynamic factors of fusion development of e-government and the traditional government; Then the integration of e-government and government development in the traditional problem of fragmentation manifestations, effects and causes were explored; Finally, through summarizing the fragmentation of foreign e-government advanced management experience, analysis of the status of China's e-government fragments, and proposes the solution countermeasure.
