With the social change of the information technology, one administration revolution has happened to all of the countries. In this context, this paper makes a targeted analysis for the development situation of provincial government portals in China with the condition of service-oriented government, and tries to find the principal contradictions through the appearance, then provides a new perspective for Chinese electronic government.In the background of contrast at home and abroad, this paper bases on the public, concentrates on the provincial government portals which are the core of electronic government in China to research construction level and interaction between government and the public, and deeply elaborates two related issues: network democracy divide, lack of demand and technical surplus. Meanwhile, this paper tries to match well with fair and effectiveness of the public serve of service-oriented government, and proposes some solutions and outlook:for one thing, government needs to emphasize and strengthen implementation of the network democracy, and combine with a correct guideline for democracy; imitate "The Universal Service", and practise the "Benefit to Everyone Principle" for public services of electronic government; follow up law and ethics construction when expanding coverage of network democracy; make up network democracy divide with traditional democracy. For another, government needs to put the effectiveness of electronic government to the performance evaluation system; strengthen analysis and practice of social needs when developing electronic government technology; greatly enhance the quality of the public, cognitive and acceptance of electronic government; launch ideological revolution and social revolution of electronic government under the guidance of the information technology.
