The Fourth Plenary Session of the 19 th Central Committee of the CPC clearly stated,upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of China's system and capacity for governance is a major strategic task for the CPC.Open government data(OGD)is important for the public sector to innovate social governance and realize the principles of collaboration,broad participation and shared benefits.In the new era,the structure of demand for public services has undergone tremendous changes,manifested in a more diversified demand and higher requirements for the quality and efficiency.This is more evident in the OGD initiative.The complexity of data demand asks for enhanced coordination and cooperation among open data publishers and a one-stop portal;the diversity requires active dialogue between open data publishers and data users and the integrated data service.However,deeply affected by the "decentralization" of the New Public Management,the division of government functions has led to little effective coordination among government agencies and between the public sector and the public,so that the public cannot get "seamless" government data services from the fragmented OGD initiative.This paper takes Wuxi OGD initiative as the research object,and explores the fragmentation problems in its operation.First,this paper defines the concept of“open government data” and “fragmentation of open government data”,and use the theory of “Holistic Governance” and “New Public Service” as the theoretical basis for the paper.With the use of comparative analysis,questionnaire survey and telephone interview,etc,a comprehensive review of the current situation of OGD initiative in Wuxi is made from open data providers,users,OGD portal,OGD policies and regulations.What's more,the fragmentation of OGD initiative in Wuxi is revealed,including the lack of coordination between the publication and use of open data,poor management in the whole open data process,and inconsistent standards and norms,which causes negative impacts on the imbalance between supply and demand of open data,waste of public resources,potential risk of data utilization and leakage of personal privacy.Next,we analyze the reason for the fragmentation of OGD initiative in Wuxi.Last but not least,by learning foreign experience in OGD initiatives and on the basis of the characteristics and current process of e-government construction in Wuxi,especially combining its experience in smart governance and government portal management,we explore the path tosolve the fragmentation of OGD initiatives in Wuxi which includes reshaping the idea of OGD initiative,management system and mechanism reform,coordination among participants,"One-stop" OGD portal,standardized governance,etc.,with a view to improving the holistic service of OGD initiative in Wuxi and better meeting the people's demand for a better life.The paper has 10 pictures,5 tables,and 97 references.
