The Grass-root Security Governance In Historical Perspective

Baojia system and neighborhood watch are based on the community policing unit of grassroots governance, in the dialectical point of view, the two exist in history and meet the prevailing law and order management needs, and there must be a rational point. Thus, in the process of innovation in the Chinese grass-roots public security system of governance, the Baojia system can not be completely separated from government and governance model to guide the relationship between modern security management system, but also can not completely rule out a third party to assist the Neighborhood Policing governance model for China Modern Primary Security inspired governance. In view of this, I choose this topic as the research object, on the one hand is the hope that through analysis of the history of law and order, so that our country in the implementation of grassroots policing governance model with Chinese characteristics, while effectively absorbing the ancient Baojia System in place certain benefits; the other hand, We hope horizontal comparison of Chinese and foreign, to explore the western neighborhood policing to improve our management of social security system of merit.This paper is divided into five parts:The first part is to analysis the background of the grass-roots public security management and to discuss current situation of the grass-roots public security management, so that to analysis from the perspective of the needs of the practice and institutional environment of the necessity and urgency to improve the existing system of governance of the grass-roots public security. Meanwhile, this part discusses the grass-roots public security governance rationalization added significance from the reduction of pressure from the government holding stability and protection of the rights of citizens.The second part is to improve the grass-roots public security governance system of theoretical basis. It includes social security review relevant concepts and theories of social security governance governance. Among them, the management of social security related concept includes five aspects of social order, grass-roots social order, Baojia system, community policing, neighborhood policing and neighborhood watch, and the theory of the Social Security governance is divided into security management succession theory and portability security governance theory. On the one hand, through the grassroots policing history to analyzes the history of the ancient tradition of outstanding governance Enlightenment of the current security system; on the other hand is to analyze the contemporary Western Community Policing reference to China Public Security Management Practice.The fifth part is the focus of this article which is about the Creative policing of grassroots governance. These include: to actively promote community policing; improve civil rights protection system, to build a harmonious relationship with the public; private security forces to accelerate the cultivation of these three areas.
