Research On Professional Management Of Auxiliary Police In Grass-roots Public Security Mechanism In The New Period

Under the current situation of insufficient police force and limited funds of public security organs in China,government departments make auxiliary police as social force participate in the police work such as social security maintenance through administrative entrustment.At present,the auxiliary police have played a certain role in maintaining social order and strengthening the contact between the police and citizens.However,as a professional management system has not been established nationwide,the management of the auxiliary police in the grass-roots public security organs is still in a state of confusion,which affects the auxiliary police’s functions to a certain extent.Therefore,this thesis,based on the theory of new public management and occupational identity theory,establishes the professional management mode of auxiliary police,and professionalize the management of auxiliary police from external conditions and internal emotions.On this basis,taking the professional management practice of auxiliary police in Chengdu grass-roots public security organs as the object of questionnaire survey,this thesis analyzes its existing problems and causes,and puts forward countermeasures to optimize the professional management of auxiliary police in grass-roots public security organs by analyzing the beneficial experience of the management system of auxiliary police abroad.This study is mainly divided into six chapters,which respectively discuss the professional management of auxiliary police in grass-roots public security organs in the new era.The first chapter is the introduction,mainly introduces the research background and significance of this thesis,domestic and foreign research review,research content and methods,as well as the innovation and shortcomings of this thesis.The second chapter,which is the concept definition and theoretical basis,mainly defines the concepts of grass-roots public security organs,auxiliary police,professionalism,professionalism of auxiliary police and professional management,and introduces the new public management theory,occupational identity theory and administrative entrustment theory as the theoretical basis.The third chapter analyzes the professional management system of the auxiliary police force,and puts forward the necessity of the professional management of the auxiliary police.The fourth chapter is the research on the professional management of auxiliary police in Chengdu’s basic public security organs.It analyzes the status quo of the professional management of auxiliary police in Chengdu through external conditions and internal emotions,and puts forward the existing problems.The fifth chapter is the analysis of the auxiliary police system in France,Britain,the United States,China’s Hong Kong and China’s Taiwan and its reference to our country.The sixth chapter is to put forward the path and countermeasures to realize the professional management of the auxiliary police team of the basic-level public security organs,starting from three aspects: establishing a complete legal system,improving the auxiliary police management mechanism and the optimization of incentive means.
