The Study On The Paths Of Reform Of A County Development Zone's Administrative Examination And Approval System

The administrative examination and approval system is an important part of the national administrative system. The county development zone's administrative agency has suffered lots of constraints in terms of the approval authority due to the institutional reasons in an administrative level, which results in a long-term deficiency of the administrative examination and approval power. The current administrative examination and approval system does not adapt to the county development zone's advancement. The deficiency has led to many negative effects, such as lower efficiency in local administration, higher cost of social management, more complex approval procedures and so on, which to a certain extent, hinders the local economic development, especially those in the county development zone. In this paper, the question on the deficiency of the county development zone's administrative examination and approval system has been analyzed deeply, taking Nanning L Industrial Park as the research object. The author tries to explore the paths of reform on system, to solve the development problems, and to explore the suitable administrative examination and approval system for the county's development zone's advancement, so as to improve the effectiveness of local administration and promote local economic development.The paper is divided into five chapters. The first chapter is to introduce the background of the research, research status, research ideas, theories and research innovation and shortcomings. The second chapter briefly describes the county development zone's administrative features, which helps to define the scope of the study. The third chapter is a thorough study on the target unit, which carefully introduces the current situation and influence of administrative examination and approval system. The fourth chapter is to analyze reasons for the deficiency of the administrative examination and approval power of Nanning L Industrial Park and to confirm its internal and external causes and its difficulty in reform. The fifth chapter is to explore the paths of reform of the county development zone's administrative examination and approval system, to overcome the difficulties in reform, and to suggest concrete measures and proposals for reform, summarize and put forward the overall objective and the future direction of reform of the county development zone's administrative examination and approval power.
