In recent years, more and more people keen on civil servants' examination and it has been a hot issue by social concern. At the same time, the topic of the resignation of junior civil servants has become the focus of attention. The topic of civil servants resignation, on the one hand reflects the social development and improvement of people's living standards meanwhile the more choices of employment and people's concept are constantly updated, so they no longer take civil servants as the best choice of employment; on the other hand, reflects the problems civil of servants groups in the construction of human resources. Civil servants are not satisfied with their own career, and organizational commitment needs to be improved. The Working conditions of junior civil servants are direct impact on satisfaction from masses to party and the government, meanwhile it affect the efficiency of the party and government organs. While the person-organization fit as important factors influence organizational loyalty, is a good way to improve the loyalty of organization. By studying the relevance of individual junior civil servants & organization matching can not only decrease the suspected from the masses to junior civil servants loyalty, but also help to improve the junior civil servants organizational loyalty as well as to reduce the loss of junior civil servants.This study take part of junior civil servants in City Y as the research object,using empirical analysis method and give out questionnaire to research junior civil servants person- organization fit organizational loyalty. In addition to take person-organization fit as independent variables and take organizational loyalty as the dependent variable. Then correlation analysis and regression analysis on these two variables, give the main conclusions as follows:Firstly, the junior civil servants have a medium organizational loyalty levels.From various dimensions of organizational loyalty scores in the order areemotional loyalty, ideal loyalty, normative loyalty and continued loyalty. From the level of organizational loyalty, the different gender and position of junior civil servants has significantly different organizational loyalty; while different ages,education background, working time and marital status have different organization Loyalty.Secondly, junior civil servants have a good level of person- organization fit.Person- organization fit descending order of scores are demand and supply match,value matching, demands-abilities match. From the level of Individual and organizational matching, the gender difference has significant impact on junior civil servants individual and organization match; while different ages, education background, working time and marital status have no significant differences to organization Loyalty.Thirdly, the junior civil servants person- organization fit have a significant positive correlation with organizational loyalty, and person- organization fit have a significant predicted effect to organizational loyalty. specific performance are: the values ??match, the demand and supply matching, requirements and capabilities matching meanwhile for emotional loyalty has significantly predict impact; value matching for continuing loyalty has significantly predict effect; the values??match, the demand and supply matching for loyalty has significantly predict effect; the values ??match, the demand and supply matching, requirements and ability match has significantly predict effect for ideals loyalty.Finally, the study from the improvement of values ??matching, demand &supply matching and requirements & ability matching these three aspects to give reasonable suggestions for improve the junior civil servants organization loyalty.
