Research On The Problems Of Management And Countermeasures Of Group Events In City Of Zhuanghe

With the deepening of reform and opening up, the current social structure and the pattern of interests has undergone tremendous change. And the consequent social problems are emerging, which are interrelated. The interest groups easily gathered when the demands are not met and lead to mass incidents as a result. Meanwhile, the ability to govern and manage of the basic level government can't adapt to economic and social development. Many problems on the disposal of group events exposed. It's very necessary to improve the ability to meet the disposal needs.This article intends to provide a reference for the promotion of City of Zhuanghe in group events management. Taking City of Zhuanghe group events as a sample, on the basis of domestic and foreign mass incidents theory, Group Event statistics data, basic features and developments as a starting point, it analyzes the City of Zhuanghe group events including management structure, develop disposal plans and work systems, management and other emergency safeguard mechanism. Based on three typical cases of mass incidents, summing up the lessons learned; analyzing the problems existed, such as the sluggish channel to meet the needs of the collective mass appeal, the improper prevention and solution to the problems, the inadequate public governance and emergency response capability and so on. And further analysis of the reasons, the main concept deviation of governance, the absence of laws and regulations, the imperfect system, the lack of efficient emergency management mechanism. Based on the experience and lessons of group events home and abroad, the thesis proposed to rule by law, establish the concept of building a diversified pattern of governance, improve the whole management mechanism and enhance the standardized management of group events management optimization program. The thesis also analyzed the feasibility of the program. Finally, from the aspects of scientific disposal principle, changing ideas and methods of management, building a wide range of response mechanisms, strengthening the government's emergency management capacity and improving the emergency response system, the thesis proposes measures of safeguard.
