With rapid economic growth and profound changes in the social arena, a large number of social problems have been expressed through petition channels, exerting strong external pressure on the operation of petition system. As a main district of sub-provincial city Dalian, Lushunkou has urban functions and also governs large rural areas. All sorts of conflicts occur here with increasing frequency as it stands on the forefront of urbanization. Petition work has played a positive role in learning social conditions and public opinions, protecting public interests, resolving social conflicts and building closer ties between cadres and the masses. However, problems exist in the current administration system and operation mechanism, reflecting the conditions faced by current local and grass-roots petition work, and the reform tasks of petition system.This paper is divided into four parts. The first section describes the background and significance of the research, and elaborates on the meaning of petition, complaint and petition system, summarizes current research conditions at home and abroad, introduces the content, structure, methods and technical route of the paper. The second part describes system environment and current tasks of petition work in Lushunkou District, analyzes the characteristics and causes of petition activities, and summarizes the methods and results of petition work in the District. The third part proposes the three predicaments facing petition work in Lushunkou District:"expectation does not match reality", "in-coordination between procedures and order", "non-equivalence between responsibilities and rights", it also analyzes the three main reasons for "awareness of rule of law need to be enhanced, operation mechanism and administration system need to be improved". The fourth part proposes main arguments and general blueprint for improving current petition work, specific measures for improving petition work in Lushunkou District, and suggestions for improving top-layer design of petition work.
