The Plight And Countermeasures In The Work Of Petition

The main way of the petition system as citizens to participate in political life,has been embraced by citizens and legal persons who,by letter,telephone and fax etc.,will be reflected in the work of the government for their own opinions and suggestions to the relevant departments,continue to promote the country's democracy,more reasonable management system.Up to now,the petition work is more and more inclined to resolve conflicts,maintain social stability,the development of letters and visits directly affect the development and future of our country.At present,the work of letters and visits is facing unprecedented difficulties.This paper focuses on the application of data analysis and examples,the method of logical analysis,starting from the analysis of the results of a large number of documents,in strict accordance with the discovery and analyzing problems and the logical order to deal with the problem,the plight of China's petition work of the list,pay attention to the use of public management theory.First of all,the concept,connotation and main functions of the system are analyzed theoretically,and the historical origin of the petition system is traced back.In the second part,combined with the special situation of Zhuozhou,Hebei.This paper analyzes the difficult situation of the current petition system,mainly analyzes the lack of legal basis,the defects of the system itself,the low efficiency of the petition department and the weak legal awareness of the petitioner.In the third part,combining the advanced experience of foreign similar system,taking the essence,combining with the reality of China,to get the effective enlightenment.Finally,and in the prevention of the petition problem to improve the interpretation efficiency,diversion of the pressure and improve the four aspects of the petition staff service spirit are put forward countermeasures,have a great role to alleviate the serious difficulties in the petition work.
