Shenyang city was affected by a mass incidents of "Yilishen'which happened in 2008 and spread around the country. Due to the superposition of a variety factors including economic, social, legal, psychological and others, "Yilishen" lead to long existence of illegal fund-raising, difficult judge of the case character, high money amount involvement, large numbers of participants involvement, the diversification and complication of participants. Specially, in terms of human-based rescue, it is much more difficult to coordinate between each departments and the public communication. During the government who deal with this scale of mass incidents at first time, there is neither theoretical support nor experience to follow. With the correct decision from the Party committee and government, the public security act decisively, functional departments work out with united strength. Eventually, the event is solved steadily. The succeed management of this incident has not only accumulated valuable experience, but also reflected lots of problems.Based on the theory of crisis management, it brings a concrete theoretical guiding system for mass incidents and concerned precaution as well as the management. I visited to three different complaints divisions of the provincial, municipal and district level, district political and legal committee, municipal courts and district courts, District Civil Affairs Bureau, district maintenance office,14 street communities and other government functional divisions. Access to archives of more than 30 volumes, interview deeply into more than 120 "Yilishen" farmers'home to investigate the details. With reference to more 30 theoretical books and 50 periodicals. Combined with the background, reason, characteristics, processing flow and the existing problems of the mass incidents, as well as the analytical approach, we conduct a comprehensive analysis and demonstration, finally works out a reasonable suggestion and a reference for the local Party committee and government.It argues that group events comes gradually from the source of event, individual letters and group visiting, the disposal of the work should include precaution, response and rehabilitation. It will be more credible and effective with using crisis management regarding to the disposal of group events. To this end, the government should distinguish the categories accurately, analyze the reasons systematically, especially for the case which will lead to public claim. The governments should take a risk assessment in advance. In the initial stages of the formation of a petition, to pay full attention to the function of the petition departments and deal with individual letters and visits fairly. Once the scale of the group events happens, the crisis management theory should be applied. According to the development rules of group events and accurate classification, the governments should identify the case stage in which events is the life cycle of different stages. According to the psychological characteristics of different people who are in various stages, different measures of implantation should be taken. Meanwhile, to achieve high integration of political effects, legal effects and social effects to the high degree, the government should also execute the strategies considering the multiply people, cooperate with the departments, guide the correct public voice and solve the problems quickly.
