A Research Of Improving The Environmental Mass Incidents Emergency Management Mechanism

With the rapid development of the national economy and the rapid development of science and technology,people's awareness of their health and surrounding environment is increasing,which leads to the increasing expectations of the masses for the government's environmental management.Because the people for environmental improvement and development of the local economy is the distribution of interests conflict,so that the environmental problems caused by mass incidents continue to emerge,the environmental group events showing a violent and irrational tendency increasingly strong,become an important source of many social contradictions and conflicts.According to statistics,since 1997,environmental group incidents in China have been growing at an annual rate of 30%.The rapid increase in the number of environmental mass incidents has brought challenges to the government.Therefore,the government should take improving the environmental mass incidents emergency management mechanism as an important topic in the current administrative management theory and practice.In recent years,our government has achieved many achievements in solving environmental group events,such as fonned the early warning mechanism,the network is gradually applied to emergency treatment,but there are many problems.Such as in the stage of early warning and preparing for the event,local government information collection channel curing,risk assessment of lack of capacity,the network public opinion monitoring mechanism is not perfect;among the various departments disposal stage coordination ability is insufficient,the key information release lag,emergency response is not timely;after the recovery phase analysis mechanism,accountability has serious limitations.This paper studies the group events caused by environmental problems as an important part of the emergency management mechanism of mass emergency,study the government's emergency management mechanism in dealing with such incidents.At the same time,Taking Tianjin Rockcheck Group environmental incident as a case,combining crisis life cycle theory and government contingency plans,study the deficiencies of the government and related departments in the construction and management of the emergency system from the early warning,emergency response and post-disposal period,put forward measures to improve the emergency management mechanism of environmental group incidents,provide reference and basis for improving the emergency management mechanism of local government departments,improve the emergency linkage between departments cooperation ability,improve response effects,and enhance government credibility.
