Study On Governance Unexpected Mass Incident Of Environment

With social changes,especially the changes of social economy and values,and the changes of domestic contradictions and people's better needs,in the future,group conflicts will be frequent,and its behaviors will become increasingly fierce,Wherein,mass incidents caused by environmental problems will be in multiple states.Environmentally sudden mass incidents frequently happen,which not only affect the realizations of Chinese dream,but also trigger the crisis of government management and confidence,so it is the needs of times development and the urgent issues to be faced by the government in the future to study on the mechanism of environmentally sudden mass incidents,and explore the countermeasure for it.This paper analyzes,finds out problems,and proposes feasible prevention and governing measures through the theoretical study on the environmentally sudden mass incidents combining the analysis of one environmentally sudden mass incident case in L city,surveying related people on the field,and combining related data.During the study on the governance of environmentally sudden mass incidents,this paper mainly demonstrates through the following several aspects.Firstly,the paper introduces the general theory of environmentally sudden mass incident.The general theory research is mainly analyzed through the definition,attributes,classification and characteristics of environmentally sudden mass incidents,the future development trend and the particularity of coping with them,in order to explore theoretical basis for further research.Secondly,we choose a typical environmentally sudden mass incident in L city as the case to overview,and separates the incident into four stages: origin,fermentation,radicalization and aftercare,and comprehensively analyzes governing measures for each stage,and then summarizes the experience of the governing and problem arise,which can supply empirical analysis for the further exploration and innovation on governing measures.Thirdly,the paper establishes four-dimensional analysis framework based on the general theories of environmentally sudden mass incidents and the typical case of the environmentally sudden mass incident in L city,and analyzes the currently difficulties faced by the government,the public,and social origination participating difficulties,and the company development and duties imbalanced difficulties in details,in order to explore the solving measures in the following.Finally,the author wished to complete the governing measures of environmentally sudden mass incidents through three aspects of enforcing the origin multiple governance,prominent internet public option management of environmentally sudden mass incidents and completing early warning and emergency management of environmentally sudden mass incidents.And the author makes full use of the methods of investigation,research,interviews,etc.,does quantitative and qualitative analysis,and enumerates a large number of data,in order to get more reliable result.The focus of this paper is to generalize the characteristics and developing trend of such representative environmentally sudden mass incidents by means of representative case studies and general theoretical studies on it.At the same time,the paper learns from domestic and foreign advanced research achievements and management experiences,then explores new governing model with Chinese characteristic,and establishes,complete and perfect a series of effective institutional mechanisms,in order to control,reduce,resolve and manage social conflicts,reaching the aim of controlling prevention and gradually reducing environmentally sudden mass incidents.The innovation point of this paper is the study on how to construct the network public opinion response mechanism in the process of environmentally sudden mass incidents,and how to give full use to the function of public security synthetic intelligence research center in early warning and judgment,then to build up a strong operational early warning and response mechanism,which makes the governance countermeasures have strong operability.The paper proposed deep opinion and suggestion based on such kind of environmentally sudden mass incidents,and then solves environmentally sudden mass incidents from the origin.
