A Study On Government's Management System Of Foreign Chamber Of Commerce In China

With the globalization degree of economic and social deepening day after day, the non-governmental organization shows its giant function and superiority. The amount of NGOs in China has been increased these years, to secure our state safeguarding, maintain stable social order, it's essential to implement the classification management of overseas NGOs in China. Chamber of commerce is a kind of mutually beneficial NGO which different from others with public interest, therefore, we should treat foreign chamber of commerce as a separate object when study the classification of management of overseas NGOs in China. The study based on the object of government's management system of foreign chamber of commerce in China, comprehensively analyzed the present situation and problem within registration, financial and regulatory management. Based on the background of carrying out of the "One Belt and One Road" strategy and combined with the governance theory and the new institutionalism theory, to promote a symbiotic and sharing relationship between our government and foreign chamber of commerce. From these aspects, the study aim to come up with a feasible way for reforming the government's management system of foreign chamber of commerce in China.Due to the lack of management experience and the legal confusion, there raises many problems such as the non-standard registration process, the high access threshold, the unclear financial management, the lack of preferential tax policies and the loss of supervision. Therefore, by studying the management experiences of the United States, Japan and Vietnam, through summarizing and comparison, finally puts forward the measures and specific policy suggestions for the reform. The government should attach enough importance to these problems, change passive status during the management and ensure the leading position. We should establish and perfect the legal system as soon as possible to create a supportive policy environment. Specifically, we can implement the mode which combined registration with case-filing system, instead of the dual management model to make registration management more standardized. We can strengthen the government's guidance by setting up censorship in financial and activity areas, and ensure chamber of commerce's non-profit characteristics. Introducing preferential tax policies and improving the qualification system to support foreign chamber of commerce's development. Moreover, we can encourage public participation and improve the credibility by introducing the third-part regulatory institution.Based on the theory and contrastive analysis, the thesis studies the government's management system of foreign chamber of commerce's present situation and its problem, and puts forward the corresponding solutions. Through this way, the study provides some theoretical perspectives in the related research field, and also a theory support to carry out a classification management of foreign NGOs in China.
