A Study Of The Chamber Of Commerce Governance Transformation In The Perspective Of Institutional Change

In the administrative reform under the guidance of the policy of "speed up the formation of political and social separation, clearly specified powers and responsibilities, the autonomous system of modern social organization" admitted by the report of the 18th CPC National Congress, relations between Government and social organizations to gradually shift from control to self-government. Under the combined effect of the two factors, which is the friction caused by the system of dual adjustment of Government and community relations, local reform breakthrough and the limits of interaction, Chamber of Commerce occurred with the inter-government authority interaction, which caused government adopted a series of policy reforms, phasing out a system of dual control of the Chamber of Commerce, subsequently replaced by the unitary system, the transformation of governance directly contributes to Chamber of Commerce:changing from traditional to modern self-government; on the Government’s part, change from restrictive to cooperative governance. This paper argues that Chamber of Commerce has lots of defects such as obstacles in control and lack of insider, under-representation of interest, demand is difficult to meet, engage in self-government according to law system and the regulatory system are imperfect. Corresponding reform of the sector is also due to insufficient administrative powers, ill-defined functions, regulatory regimes differ from factors that impede that transition process. These conditions constraints in rhe process of institutional change has inspired old and new contradictions, there are objective risks lead to association governance. Subject to the established institutional management and guidance functions in the fuzzy, paternalistic extension, a member of a logical enhancement, due to the role and influence reform decisions risks involved, perform risks and operational risk is highly valued. In the meantime, modern Chamber of Commerce at the growth and reform of the political transformation of the relationship between expected returns being released, and extricating the risks, broken internal power, to a certain extent, progressive elimination of these complex risks and crises. Therefore, risks and difficulties should be considered as opportunities to actively respond to the task, continue to deepen reform, and prudent reforms from seeking the right way. For the effective realization of the Chamber of Commerce of governance transition, "Government decentralization","Chamber of Commerce of autonomy" and "resource allocation" are three key elements, top priority in the ideas and strategies from Chambers of Commerce, Government and political relations of the three elements of deepening system reform:from the perspective of Chambers of Commerce, to cultivate the modern self-governance capabilities and establish comprehensive supervision system of Chamber of Commerce, because the two major initiatives build Chamber of Commerce modernization of governance systems; from the perspective of Government, fostering collaborative governance structure of the Government, meaning transfer of government functions to the Chamber of Commerce. And political relationships in transition is also a key, we can attempt to boot the system inside and outside the merger of the Chambers of Commerce, Government lead a way to institutionalize cooperation alongside regulatory path.
