A Research To Remodel A Reasonable Composition Of Supervision Elements In The Urban Road Sweeping And Cleaning Service Which Is Supplied With The Pattern Called Government Purchase Of Public Service

Road sweeping and cleaning is a core kind of urban sanitation service, which is closely related to various aspects of human life, such as resident's daily life ? the development of commerce? industry and tourism. With a high speed development of national economy and resident's living standards, the traditional pattern of service supply in the area of urban road sweeping and cleaning service has no longer been able to adapt to the demand of the new situation. For the past few years, in this area of public service, more and more cities have begun to put a new pattern into practice,which is called Governmental Purchasing of Public Service. In this pattern, the effect of the service supply relies heavily on supervision. However, the supervisory activities in our country are deeply affected by the government management system which is established in the traditional service supply pattern. In that pattern,public service is supplied only by government. So up to now, the supervision system haven't haven an adaptive adjustment to the new pattern. Therefore, it is a common phenomenon to have supervision dilemma, there are many problems in supervisory activities.At present, there are some researches which are related to the supervision of public service supplied by Government Purchase of Public Service, such as marketization regulation?government procurement supervision and the supervision of non-profit organization. These studies have a great reference to explore the supervision system of Government Purchase of Public Service. But overall, an independent?specialized research of supervision system of Government Purchase of Public Service is in lack. Most of this research is integrated in the integrating research of Government Purchase of Public Service itself, and always in a form as a policy initiative. There is few systematical study about the supervision of specific public service supplied by the new pattern.In this context, the research aim of this paper is to remodel a reasonable framework of supervision elements in the road sweeping and cleaning service which is supplied by the new pattern called Governmental Purchasing of Public Service.This paper will take Shenzhen practice for example, for this city adopts the new pattern earlier than other cities. The paper will analyze the points where thesupervision elements haven't made adaptive adjustment. The points mainly includes these contents: it has multiple supervision subjects but does not form resultant force;there's absence of supervision object; supervision content is not comprehensive; the supervision standards are disunited;the supervision procedure is decided by government and so on. And it will also analyze the reasons of these hysteresis performances. Then this paper will take principal-agent theory?government regulation theory and administrative supervision theory as guide, and combined with the adaptive demands from the logic of the government purchase pattern and the characteristics of urban road sweeping and cleaning service to the supervision elements. On this basis, the paper puts forward a basic idea how to remodel a framework of supervision elements. Hereby, the paper will rebuild a reasonable framework of supervision elements,to be specific: supervision standard includes law?contract and quantitative indicators; to diversify supervision subjects and adjust the relationship between subjects and objects; according to the process optimize supervision contents; make supervision mode multiple and efficient.At the end of the paper, it will bring forward some supportive countermeasure to optimize the elements in order to facilitating the interactions between the supervision elements and to form a good supervision mechanism. To explore how to optimize the supervisory activities of urban road sweeping and cleaning service supplied by Government Purchase of Public Service is not only crucial to improve the quality of this service?protect the interest of the public, but also has significant reference to the sustainable operation of the new pattern and to establish an integrating supervision system of public service.
