The Research On The Government Purchase Of Pension Service In Dezhou

The government's purchase of public services is a supply mode of public services.As the main provider of the aged care services,the government plays a role in the field of the aged care services by purchasing public services from the third party.Government purchase of the aged care service refers to the transfer of the aged care service from government to the social organizations that have the capacity of the aged care service through a series of procedures of administrative procurement and bidding.According to the quantity and quality of the aged care service provided by social organizations,the government pays the social organizations part of the budget funds used for social welfare.From the current domestic and international situation,the government purchase service has been applied in the field of the aged care service and solved the development dilemma of the aged care service to a certain extent.This paper uses inductive deductive method,field investigation method and literature analysis method to analyses of the current situation of the demand for the aged care services in Dezhou city of Shandong province.The results show that the aging of population in Dezhou is becoming increasingly serious and the supply of the aged care services is insufficient and the supply quality is not high.Although Dezhou government has established the purchase mechanism of the aged care services and provided relevant preferential policies,there are still many defects in the actual purchase process.In view of the existing problems,Dezhou government should focus on the following three aspects: promoting system construction,supporting social organization development,and strengthening project operation supervision,making steady and solid progress under multiple management,building the the aged care service system purchased by the government,effectively meeting the needs of the elderly,and promoting the sustainable development of the aged care service industry.
