A Research On The Efficiency Of Municipal Road Maintenance Purchase Service In Gulou District,Fuzhou

In recent years,local governments have actively explored and made some progress in purchasing road maintenance services.However,it also reflects the problems such as low maintenance efficiency and insufficient maintenance capacity,hindering the sustainable development of municipal roads.Through previous literature studies,it is found that at present,domestic and foreign research materials on municipal road maintenance efficiency are still relatively scarce,and the existing research doesn't give a complete answer on how to improve the road maintenance efficiency.Based on the new public management theory,new public service theory and service-oriented government theory,this paper deduces the analysis framework of government purchasing service efficiency through literature research,case analysis and comparative study.Taking service efficiency as the research objective,the effectiveness evaluation framework is constructed from three dimensions of effectiveness,standardization and transparency under the guidance of the principle,and the effectiveness of municipal road maintenance service purchased by the Gulou district in Fuzhou is evaluated.On the basis of sorting out the basic situation of road maintenance service purchased by Gulou district,the system analysis finds that the overall service efficiency is low,which is reflected in the low effectiveness,poor standardization and lack of transparency of road maintenance.It also proposes seven factors that lead to the low efficiency of purchase,including the government's insufficient understanding of the purchase service,unclear role positioning,lack of relevant laws and regulations,supervision mechanism,performance evaluation mechanism,irregular purchase service process and insufficient maintenance team capacity.By combining the marketization of public utilities in our country the reform background and domestic practical experience for municipal road maintenance services in other areas,and corresponding to the causes of low efficiency,countermeasures and suggestions for improving the efficiency of road maintenance services purchased by Gulou district are put forward from the perspectives of philosophy,mechanism,resources and technology.It includes improving the understanding of purchasing service,accelerating the change of government role,perfecting relevant legal system,establishing efficient supervision mechanism,perfecting performance evaluation mechanism,standardizing the process of purchasing service,and strengthening the construction of professional team,etc.,in order to provide theoretical support for the government of Gulou district on the construction of municipal road maintenance effectiveness.
