Study On The Development Mode Of Rural Social Work In Less Developed Regions

The sixth plenum of the 16 th CPC Central Committee put forward the important task of constructing a huge team of social work personnel. Ministry of Civil Affairs, as the major department in promoting the construction of social work personnel, has launched extensive pilots' projects throughout the country.For example, W county, in Jiangxi Province, is a typical case in rural social work pilot. As social work comes from western society, the solution of how to build social work development mode with Chinese characters turns into an important matter in social work development, and the rural social work is a vital part of it.W county, as an agricultural county with scale of undeveloped economy, explored a new way of developing the rural social work and promoting the construction of social work personnel based on the financial condition of the county and the background of the local economy and social development under the circumstance of merely 3,500 RMB of net rural annual income. It also created a rural social work development mode, which is, unified leadership controlled by the committee of party, major promotion by the government, close cooperation between departments, integration of the existing resources, coordination between workers and volunteers, improving the participation of the public, and benefiting the majority of the people. The mode has received positive reaction from Ministry of Civil Affairs.Regarding of W county's social rural development mode as the object, this paper takes a closer look on the background, local characters and achievements of W county's social work development, rethinks the existing problems through communication with local people, cadre and social workers, and summarizing the locally issued documents and institutions. Meanwhile, the paper works on the perfection from administrative, college and university, non-governmental organization, internal integration aspects and other aspects by the way of learning experience from rural social work development in other under-developed regions nationwide, thus it tries to build a rural social work development mode which is appropriate for the underdeveloped regions such as Jiangxi Province.
